Renewable energy was for years the largest source of voluntary carbon credits. Each credit stands for fossil-fuel electricity that a wind farm, solar plant or hydro dam is said to have displaced. Today these are the cheapest credits on the market, and the most questioned, because clean power is often built without carbon finance. How renewable energy projects work

A project builds or runs renewable generation, such as wind, hydropower, solar, biomass or biogas, the leading clusters in Ecosystem Marketplace’s dataSource 7. It earns credits by comparing the emissions from the power it generates with the emissions the grid would otherwise have produced, using a grid emission factor.

The key question is additionality: would the project have been built anyway? The ICVCM’s Governing Board notes that carbon market experts have raised concerns about the additionality of many renewable energy activities for several yearsSource 3.

Avoidance, with no stored carbon

Renewable energy credits are avoidance credits. The Oxford Offsetting Principles place renewable energy and energy efficiency in their first category, avoided emissions without storage, and count renewable energy generation among the emission reduction or avoidance projects that make up most retired creditsSource 8. There is no stored carbon to reverse; the quality question is whether the tonnes were additional in the first place.

Why standards turned against most renewable credits

Renewable power has become cheap. The IPCC estimates that options costing less than $20 per tonne make up more than half of the emission cuts available by 2030 at $100 or less, with large contributions from solar and wind energySource 9. When projects pay for themselves, carbon credits are harder to justify.

  • 2019: programmes narrowed eligibility. The ICVCM notes that in 2019, two major programmes revised their eligibility criteria because some renewable energy activities had matured beyond needing carbon financeSource 3. Verra’s revised scope excluded grid-connected wind, geothermal and solar projects outside Least Developed CountriesSource 5.
  • 2024: the ICVCM rejected eight methodologies. It decided they fail its additionality requirements because they are insufficiently rigorous in assessing whether projects would have gone ahead without carbon credit revenue. They cover about 236 million unretired credits, 32% of the voluntary marketSource 2.
  • Other concerns. The ICVCM Board also said some options for calculating grid emission factors appear not to meet its conservativeness requirements, and that the concept of suppressed demand may be applied in a way that is not conservative enoughSource 3.
  • What comes next. The ICVCM called on crediting programmes to develop updated methodologies that better reflect the changing circumstances of renewable energy deployment across different regionsSource 2.

Old, cheap renewable credits

Ecosystem Marketplace reports that about half of the credits sold in 2024 traded below the $6.37 average, mainly from less additional renewable energy methodologies and older forestry projectsSource 7. A very low price is often a sign of these credits.

What did the research find?

Probst and colleagues’ review of studies covering 2,346 crediting projects found no statistically significant emission reductions from wind power projectsSource 6. Volume fell 23% in 2024, continuing the decline of a category that contributed the largest share of transactions as recently as 2020Source 7. Ecosystem Marketplace adds that the continued decline in the value of Asian renewable energy credits, especially those from Clean Development Mechanism projects, drove declines in the category as a wholeSource 7. Verra’s VCS was the most common standard for renewable energy credits traded, at 48% of volume, followed by the Clean Development Mechanism at 26% and Gold Standard at 20%Source 7. Should you buy renewable energy credits?

If you do, be selective:

  1. Prefer CCP-labelled credits under an approved methodology.
  2. Look at the country: projects in Least Developed Countries face a different additionality picture, as Verra’s scope rules reflectSource 5.
  3. Check the vintage and methodology on the registry record.
  4. Verify retirement; see how to verify carbon credits.

For avoidance credits with stronger recent decisions, compare clean cookstoves and methane capture. Or blend types with a portfolio approach.
